This is an off the shelf prop that was made by a company name “Art Asylum”. They have made a whole series of great trek props and miniatures. The prop features lights and sounds. When you press the button, the top flips up and issues a chirp, or a chirp and the voice of Captain Archer saying “Archer to Enterprise”. The lights are green, which is not accurate. This particular piece was part of a set that included a phase pistol. The phase pistol and communicator were released in two separate waves. The first wave had the pieces painted incorrectly. The colors were a little off. This com is part of the first wave. Notice that the black is high gloss, and the gray is non metallic. The second wave saw the black painted a correct dull, and the silvery parts painted in a color more closely matching what you saw on screen. Many people have taken to upgrading or accurizing their Art Asylum pieces. This was originally my plan. However, I have since acquired replicas of real pieces, and no longer feel the need to improve upon this piece and its sister piece, the Phase Pistol. If you are looking for something to use with your costume, or just throw around, these are great little pieces. You can probably find them on ebay for under thirty bucks.
