A guy going by the name of Phaser1 tells me that this piece was made by either Starland or Intergalactic Trading back in the mid to late eighties. The dude runs a pretty tight website over at http://www.startrekuniformguide.com, so it sounds like he knows what he's talking about. Thanks for the tip.
