This is another one of those little oddball blasters that showed up from time to time during the run of the current incarnation of Trek shows. It is constructed from some of the same parts found in the various Varon-T incarnations. The grip and trigger guard appear to be unique to this prop, put the barrel, emitter, and other “guts” have appeared on numerous other background trek weapons.

The main emitter or nozzle appears to be a combination of automotive wire wrap and a machined part. The two cones on the side are most likely parts from a model kit. Similarly, a very common “greeblie” appears on the top of the gun.

For the money, I think this is a pretty well designed little piece. It was probably put together very quickly to make it to set, and wasn’t expected to see much screen time. For that reason, I think it’s quite nice how much effort went into it.

The previous owner of the piece tells me this about its history:

I know for a fact it was used in TNGs "starship mine", and a DS9 (I believe season 2) episode where the Bajoran priest was assassinated. It was also used as background a lot in TNG. I think it was in "the gambit" as well.
