This is an unused sheet of made-for-production graphics as seen in practically every episode of TNG. This appears to be screen printed onto plotter cut vinyl.
These stickers were used all over the place on TNG. They appeared on props, sets, and all kinds of stuff in between. This particular item is pretty rare, as many of the stickers were used in production, and not a lot of unused sheets remain. This is a neat little reminder of some of the great little artistic flourishes that went into the making of every episode of Trek.
As a side note, one of my pet peeves is the way people pronounce "LCARS". First up, it's an acronym. It stands for "Library Computer Access/Retreival System". It's pronounced "El-cars". It's not "Le-car", "luh-car" or "Le-cars". The "s" on the end is not pluralizing the word, so you cannot arbitrarily drop it off. It's "EL-CARS" folks.
